A year and a half into what the World Health Organization officially declared a pandemic on March 11, 2020, it’s an understatement to say that Americans are exhausted.

I’ve often found myself running between COVID-19 meetings asking “how did we get here?” Figuring out the “how” is essential to preparing for the future. In trying to make sense of these past 18 months, I’ve found it helpful to broadly categorize the U.S. pandemic journey thus far into five phases: Scramble, Learn, Respond, Test and Hope.

I hope the following information will help you and your union members.

The Federal government has a program - the Countermeasures Injury Compensation Program (CICP) - which covers individuals who are injured by a vaccine when it is a ‘countermeasure’ i.e., a “vaccination, medication, device, or other item recommended to diagnose, prevent or treat a declared pandemic, epidemic or security threat”. CoVid-19 falls under this category. See <https://www.hrsa.gov/cicp>

The following webpage describes the differences between the National Vaccine Injury Compensation Program (VICP) and the Countermeasures Injury Compensation Program (CICP). https://www.hrsa.gov/cicp/cicp-vicp

Also, on the Harvard Medical School website <https://hms.harvard.edu/news/covid-19-vaccine-safety>, there is an article discussing the recently published (Aug. 25) New England Journal of Medicine research article by researchers at the Clalit Research Institute in Israel, Harvard Medical School, and Harvard T.H. Chan School of Public Health. It is one of the largest studies to date of CoVid-19 vaccine safety, specifically, Pfizer/BioNTech BNT162b2 mRNA vaccine. In addition to assessing adverse consequences of the vaccine, it provides a comparison of adverse events among vaccinated individuals and those same events among unvaccinated individuals infected with SARS-CoV-2. In each category the adverse event was more serious in the unvaccinated individual infected with CoVid-19. cw
